DAMPAK KONFLIK SOSIAL TERHADAP IMPLEMENTASI KEBIJAKAN OTONOMI DAERAH DI PAPUA: STUDI KASUS KEAMANAN DAERAH

Abstract


Abstrak: Studi ini mengeksplorasi dampak konflik sosial terhadap implementasi kebijakan otonomi daerah di Papua, dengan fokus pada implikasinya terhadap keamanan daerah dan mengidentifikasi strategi untuk meningkatkan efektivitas otonomi di tengah konflik sosial. Dengan menggunakan metode penelitian kualitatif yang memanfaatkan data sekunder, penelitian ini mengkaji dinamika rumit yang membentuk hubungan antara konflik sosial dan kebijakan otonomi. Menurut penelitian, kerusuhan sosial di Papua yang disebabkan oleh keluhan mengenai eksploitasi sumber daya dan pelanggaran hak-hak masyarakat adat membuat penegakan undang-undang otonomi menjadi jauh lebih sulit. Hal ini membuat pemerintah menjadi kurang efektif dan meningkatkan risiko keamanan. Namun, studi ini juga mengidentifikasi peluang untuk meningkatkan otonomi daerah melalui proses pengambilan keputusan yang inklusif, dialog, inisiatif pembangunan sosial-ekonomi, dan integrasi sistem pengetahuan adat. Temuan-temuan ini menggarisbawahi pentingnya mengatasi keluhan-keluhan sosial yang mendasarinya dan mendorong tata kelola pemerintahan yang inklusif untuk mendorong perdamaian dan pembangunan berkelanjutan di Papua. Penelitian ini berkontribusi pada literatur yang ada mengenai resolusi konflik dan otonomi daerah, serta menawarkan wawasan yang dapat ditindaklanjuti bagi para pembuat kebijakan dan praktisi di Papua dan wilayah lain yang terkena dampak konflik.
