FORMULASI KEBIJAKAN PEMBENTUKAN PERATURAN DAERAH OLEH DEWAN PERWAKILAN RAKYAT DAERAH

Abstract

Policy Formulation Formation of Regional Regulations by the Regional House of Representatives. This study aims to determine the implementation of the formulation of Local Regulation policy formulation by Rokan Hulu Regency the Regional House of Representatives and to find out the obstacles. The informants in this study consisted of the Chairperson of the Rokan Hulu Regency Regional Representative Council, the Deputy Chairperson of the Rokan Hu-lu Regency the Regional House of Representatives, Members of the Rokan Hulu Regency the Re-gional House of Representatives Regional Regulatory Body and head of sub division of the re-gional Secretariat. Data was collected through interview techniques, Focus Group Disscusion, Ob-servation and Documentation. Data analysis uses Miles and Huberman's model theory, namely by reducing data, presenting data, and drawing conclusions. The results of this study indicate that the policy formulation of the formation of Regional Regulations by the Rokan Hulu District Parlia-ment was not implemented. At that time, the counstraints to formulating the regional regulation policy were due to the weakness of human resources in the Rokan Hulu Regency People’s Repre-sentative Council and the constantly changing regulations of the cental government.
